Sister Maggie Phillips Kelly-Downs was born in Rayville, Louisiana, on January 17, 1938, to the late Lula and Eph Phillips, Sr. She was preceded in death by three brothers: William Garrison, Sr., Kenneth Sears Garrison, and Foster Phillips, Sr., and one sister, Irma Turner.
Maggie Phillips Kelly-Downs departed this life on Wednesday, July 21, 2021. Maggie accepted Christ at an early age. She later became a member of Turkey Creek Baptist Church in Delhi, Louisiana, and later became a member of Church of Christ in Tallulah, Louisiana, under Minister Lawson.
Maggie Phillips Kelly-Downs was married to Andrew Jackson Kelly, Sr., on September 8, 1957; he preceded her in death. She later united with Willie Mac Downs on March 14, 2003. He also preceded her in death.
Maggie leaves to cherish her memory: two sons: Andrew Kelly, Jr. (Rose) of Delhi, Louisiana, and James Kelly, Sr. (Glenda) of Delhi, Louisiana; four daughters: Linda Kelly-Stubblefield of Shreveport, Louisiana, Carolyn Kelly-Jones (Danny) of Monroe, Louisiana, Wanda Kelly-Reynolds (Bobby) of Killeen, Texas, and LaSonna Kelly-Harmon of Atlanta, Georgia; two siblings: Rubie Phillips Alexander (Freddie) of Indianapolis, Indiana, and Eph Phillips, Jr. (Monica) of Killeen, Texas; eight grandchildren: Jonathan Fletcher, Derrick Kelly, Danielle Jones-Miles, Joshua Randall Reynolds, Julian Kelly, James Kelly, Jr., Cameron Harmon, and Kyla Harmon (two grandchildren preceded her in death: Bobby Matthew Reynolds, Jr., and Kellee C. Stubblefied-Grant); sixteen great-grands; and a host of nieces, nephews, cousins, and friends.

We, the family, want to include words and expressions that friends and family have used to tell of her goodness: caring, helpful, missionary, brave, loving, and strong. She often helped others by taking them to the doctor and buying groceries. Sister Kelly-Downs often gave friends shelter, monetary donations, and food when there were no other resources, and food when there was no money. She did what she could for many and did not ask for anything in return. We thank God for a strong, smart, and caring mother who was the epitome of servant.
