Charles Ray Baines was born January 6, 1951, at Huey P. Long Hospital in Pineville, Louisiana, to the late George Baines, Sr., and the late Mary Jane Spikes. Charles accepted Christ at an early age and continued his spirituality at Mount Rose Baptist Church under the leadership of Reverend Davis.
Charles received his education at Mary E. Graham High School in Colfax, Louisiana. He finished his education and received his high school diploma while attending Job Corps in Oklahoma in 1969.
Upon finishing school, he relocated to Houston, Texas. Charles had many passions, such as construction and truck driving, which took him to many places throughout the United States. His hobbies and passions included fishing and cooking. He was known in his neighborhood and abroad as the Boudain King. But his love for his family came first.
Charles Baines married Jannie Hutchinson, and to this union, two children. One child was born in a previous relationship. Later, he married Connie Walker Baines, and unto this union, one child was born.

Charles was preceded in death by his parents, George Baines, Sr., and Mary Jane Spikes; sister, Yvonne Baines; and five brothers, Walter Spikes, Johnny Spikes, Nicholas Spikes, George Baines, Jr., and Clarence Rayford.
Charles leaves to cherish his memories: his wife, Connie Walker Baines; three sons, Paul Hutchinson (Tonya) and Torrence Baines, both of Houston, Texas, and Robert Abraham, Jr., (Shamina) of Baytown, Texas; four daughters, Charlene Gibson (Darryl) of Houston, Texas, and Chasity Baines (Louis), Myeshia Powe (Charles), and Santantra Powe (Jason) of Monroe, Louisiana; thirty-three grandchildren; thirteen great-grands; six brothers, Raymond Baines of Cincinnati, Ohio, David Valley (Barbara) of Pineville, Louisiana, Lawrence Baines (Dinah) and David Spikes (Sandy), both of Colfax, Louisiana, Arthur Spikes of Boyce, Louisiana, and Kenneth Spikes (Renee) of Alexandria, Louisiana; six sisters, Nellie Turner (Henry) and Lillie Marie Baines Woodland, both of Boyce, Louisiana, Georgeann Baines Clemmons of Pineville, Louisiana, Pearlie Mae Jones of Colfax, Louisiana, and Linda Baines Freeman and Karen Ann Baines Hamilton, both of Alexandria, Louisiana; two uncles, Elisha White and Horace White; two aunts, Ruby Maltie and Myrtle Jefferies; and a host of nieces, nephews, cousins, and friends.
