Charles Lowell Starks, Sr., was born on August 7, 1952, in Monroe, Louisiana, to Ethel Lee Starks and Leamon Major. He attended the Monroe city school system. Charles met and married Maxine Williams in 1969; to this union, two girls were born. After separation, Charles and Lila Hall were united in 1974, and three children were born to this relationship. Charles was a lifeguard at Liller Maddox Marbles recreation center for Monroe City for many years.
Preceding Charles in death were his parents, Ethel Lee Starks and Leamon Major; grandparents, Charlie and Winnie Starks; ex-wife, Maxine Williams-Starks; grandchildren, twins, Aniyah and Gregory Grimes; brother, Samuel (Butch) Carter, Jr.; and nephew, Terrance King.
Left to cherish Charles’ memories are his children, Katrina Johnson (Quincy), Monique Starks, Charles Lowell Starks, Jr., Desmond Starks, Winnie Starks, Jayme Starks, Lowell Heard, Jasmine Moffett, Brandon Wright, Shameka Wright, Kyra Starks, Ashley Woods, Kandice Singleton, Antiquel Sillers, Starsky Cooper, and Arnesia Jones; sisters, JoAnn Harrison (Lonnie) and Teresa Carter; brother, Larry Major; a host of grandchildren and great- grandchildren, nieces, nephews, and cousins; and two very special friends, Rhonda Heard and Cora (Honey) Young.
